The Finnish parliament has adopted a series of amendments to the National Gambling Corporation Lottery Act. All changes were approved in the first reading. The reformed bill aims to further expand Veikkaus’s accidental gaming monopoly and tighten restrictions on offshore gambling activities.

This turned out to be the most controversial part of the law. Both the European Game and Betting Association and the Finnish Constitutional Commission have strongly criticized blocking payments.
The Executive Committee supported an investigation into the Finnish monopoly system and argued that it should be included in the law.
Other reforms approved by Congress
The reformed lottery law also provides for player identification obligations already in place for Finnish exclusive slots for all types of accidental games. Local authorities plan to implement the changes by 2024.
Gambling authorities have also revised marketing regulations in Finland’s casino and betting markets. The new gambling law prohibits advertising of games of chance, such as slots, which are particularly harmful to players.
